Reason:

The process cannot access the file [data file name] of tablespace [tablespace name] because it is being used by another process.

Action:

1. If you are restoring the full database or system tablespace or undo the tablespace, shut down the database.
2. If you are restoring the user tablespace, alter the tablespace offline.
