Reason:

While sessions belonging to a particular backup job are being copied, other sessions belonging to the same job would NOT be considered for copy until the current sessions are done copying. But for some reason the current sessions have been in ACTIVE state for the specified number of hours. So assuming that an error had occurred the Job Engine will consider creating a new Data Migration job to copy the rest of the sessions for that job without waiting for the current sessions to be finished.
