Reason:
This error message indicates that the cluster quorum was not found. The restore operation of the cluster database from a System State restore failed because it did not find the quorum resource used during the backup operation.
Action:
Use the System State restore options to indicate a different volume for Arcserve Backup to use as the cluster quorum.
