Reason:
The request to open the file was granted by the operating system but the file content is inaccessible. This can be caused by another application locking all or some of the file data, or because the access is denied by the operating system because of security settings. It is possible for the operating system to have the file in a memory cache but cannot physically access the hard disk, especially in case of external disks that are accidentally shut down during the backup operation.
