Failed to create system state shadow copy.

Reason:

• VSS service is not started
• Some system state writers (System Writer, Registry Writer, COM+ REGDB Writer, NTDS or FRS Writer, and so on) are in a bad state
• Some other services/applications/tools are taking shadow copy at the time
• There is not at least one NTFS volume existing
• The free disk space in the NTFS volume has less than 300MB
• System State writers are not available.

Action:

• Verify the VSS service is started properly
• Verify there is at least one NTFS volume with at least 300 MB free disk space
• Use vssadmin command to make sure all system state writers are in a stable state
• Verify there is no other service/application/tools which are taking shadow copy at the time
• Check the Event Log for VSS related messages.
