Failed to create the user account 'account name'.

Reason:
This message indicates that a user account creation failed. User account creation can fail for the following reasons:
- The backup agent service account does not have enough rights to create a new account.
- The global catalog server could not be contacted, or a Windows application or system error occurred.
- The password of the user account does not meet the Domain's security policy.
Action:
To address this error message, perform the following:
- Ensure the password meets the Domain's security policy.
- Ensure that your backup agent service account has the appropriate rights assigned to it. For information on these requirements, see Backup Agent Service Account Requirements in the chapter, “Document Level Backup and Restore” in the Agent for Microsoft Exchange Server Guide. In addition, ensure that the backup agent service account is assigned membership in a group with permissions over the Users container in Active Directory. For example, the Account Operators group has these permissions by default.
- Check the Event Viewer Application Log and System Log for recent errors and check the agent logs DBAEXCUserSummary.log and WinUserUpd.log.
