Reason 1:

The path to the recovery database is not accessible.

Action 1:

You can set the valid path to the recovery database using the Exchange agent configuration tool.

Reason 2:

The folder for the recovery database is not empty.

Action 2:

Empty the folder.

Reason 3:

The Exchange agent account doesn't have enough privileges to create the recovery database.

Action 3:

For Exchange Server 2010, use Role Based Access Control (RBAC) User Editor from Exchange Management Console Toolbox to grant the account the Exchange Organization Management role.

For Exchange Server 2013, use Role Based Access Control related PowerShell cmdlets in Exchange Management Shell to grant the account the Exchange Organization Management role.
