Fail to get the Primary Server name.

Reason:
The Discover.cfg file does not exist in the Arcserve home directory or its configuration is incorrect.
Action:
To fix this problem, perform the following:
- Ensure that the Discover.cfg configuration file exists in config directory of the Arcserve home directory.
- Check and correct its configuration, if necessary.
- Check that Discovery Service is running normally.
- Rerun the Migration tool
